The County Election Board is composed of three members: a Chairman,
Vice Chairman and Secretary. Each will receive a Certificate of Appointment
from the State Election Board. Each is required to file an Oath of
Office and Loyalty Oath with the County Clerk. The Secretary is the
chief administrative officer for the County Election Board and may
be reappointed by the State Board. The Election Board assumes responsibilities for all necessary steps in organizing and carrying out all elections, and voter registration transactions performed within the county in accordance with the laws of Oklahoma. If

- Perform all necessary statutory functions in which to organize, budget, and carry out elections for all entities that affect Payne County. Federal, State, County, Municipal and School. Payne County Election Board.
- Hiring and training members of the precinct voting boards. Currently employee 208 precinct officials.
- Accessing, evaluating, and establishing precinct voting locations within each precinct's geographical boundaries.
- Accepting election resolutions from government entities to conduct elections.
- Accepting declarations of candidacy from citizens running for office.
- Maintaining the voter registration data base, as well as processing voter registrations, absentee applications, and correspondence for all citizens. Payne County is the 7th largest county according to voter registration records in the State of Oklahoma.
